Preparing for a safe return to on-campus education in September

Published March 11, 2021

Anne Kang, Minister of Advanced Education and Skills Training, issued a statement on March 8 regarding preparations for a safe return to on-campus education this fall.

In the coming weeks, the Ministry of Advanced Education and Skills Training will be working with the Provincial Health Officer and experts from across the post-secondary sector to develop Go-Forward guidelines for a safe return to in-person learning this fall.

I am applying for financial assistance under the terms and conditions of StudentAid BC as defined in the current program year's StudentAid BC Policy Manual, and in accordance with the Canada Student Financial Assistance Act (the "Application").

I. I understand that:
(1) StudentAid BC of the Ministry of Advanced Education, Skills and Training will determine the amount of money I may be eligible to receive;
(2) It is a breach of this contract to make false or misleading statements on this application or all documents forming part of it;
(3) If I do not provide complete, accurate information I may be denied student financial assistance and/or student loan debt management measures now and in the future;
(4) If I obtain or attempt to access financial assistance by fraudulent means, I will be denied student financial assistance and/or student loan debt management measures now and in the future;
(5) All information provided for this Application and in response to any further requests by StudentAid BC is subject to audit and verification;
(6) If I receive money (loan or grant) from StudentAid BC and it is subsequently determined that this Application or documents forming a part of it is not accurate, I will be required to repay all or part of the money to StudentAid BC, with interest. I will be required to do this if the mistake was made by me, my spouse/common law partner, parent(s), step-parent(s), sponsor, legal guardian, school or StudentAid BC. I will also be required to repay an "overaward," as defined in the current program year's StudentAid BC Policy Manual, plus interest, due to a change in my status;
(7) It is my responsibility to make sure the information on this Application, appendices 1, 2 and 3 (as applicable), and all the documents forming part of the Application, are accurate;
(8) All information provided in this Application, and for the lifetime of my loans, may be audited and electronically matched with income tax information held by the Canada Revenue Agency, social insurance information held by the Employment and Social Development Canada, and disability benefits and/or income assistance information held by the BC Ministry of Social Development and Poverty Reduction, or successor ministries that hold the information identified above, to verify reporting accuracy, for the lifetime of my loans;
(9) If I receive Canada - BC Integrated Student Financial Assistance, a portion or all of my money (loan or grant) may, at the school's request, be sent directly to my school to pay educational fees;
(10) If I cease to be eligible for funding, any tuition refund I will be eligible to receive will be sent by my school directly to the Federal and/or Provincial governments or its agents to be applied to any outstanding loan principal or overawards.

(2) I have accurately answered all questions on this Application and all documents forming part of it;
(3) I certify that all information is complete and accurate and I have not altered or added to the form provided by StudentAid BC except for providing the required information;
(4) I will be a "full-time student," as defined in the current program year's StudentAid BC Policy Manual, for the entire study period stated in this application and will maintain a "satisfactory scholastic standing," as defined in the current program year's StudentAid BC Policy Manual;
(5) None of the courses used to meet the minimum 60 percent (40 percent for students with permanent disabilities) of a full course load requirement are repeats/duplicates of courses for which I have previously received credits;
(6) I must pass at least 60 percent (40 percent for students with permanent disabilities) of a full course load for each application study period, or my eligibility for student financial assistance in future years of full-time post-secondary study will be affected;
(7) I need student financial assistance to continue my education;
(8) I will use the money I receive to pay my academic fees first; then, I will pay other educational costs and living costs directly related to my studies covered by this Application;
(9) I have not applied nor will I apply or receive student loans, grants or bursaries from another province or territory during the study period stated in this application;
(10) I will immediately notify StudentAid BC of any change in my or my spouse/common-law partner's total income as reported on line 150 of the previous year's T1 General Income Tax and Benefit Return and/or other "assessed resources," as defined in the current program year's StudentAid BC Policy Manual;
(11) I will immediately notify StudentAid BC of any change in my parent(s)', step-parent's, sponsor's or legal guardian's income and/or assets;
(12) I will immediately notify StudentAid BC of any changes in my address, academic status, marital status, or reduced number of dependants;

(15) I consent to the use of my name, school program information and outstanding loan amounts by the BC Ministry of Advanced Education, Skills and Training for the purpose of identifying student borrowers and processing claims in the event claims are filed in relation to an institution certified with the Private Training Institutions Branch. This consent takes effect when I submit the application;
(16) If I have entered into any agreements or signed any promissory notes under StudentAid BC or its predecessor, the BC Student Assistance Program, while I was a minor, I hereby ratify and affirm those agreements and notes and acknowledge that I am bound by same;
(17) The terms and conditions of this full-time Application Declaration apply to all associated documents, including appendices 1, 2, 3, 5, 7 and 8 of the StudentAid BC program.

StudentAid BC Declaration
I am applying for financial assistance under the terms and conditions of StudentAid BC as defined in the current program year's StudentAid BC Policy Manual, and in accordance with the Canada Student Financial Assistance Act (the "Application").

I. I understand that:
(1) StudentAid BC of the Ministry of Advanced Education, Skills and Training will determine the amount of money I may be eligible to receive;
(2) It is a breach of this contract to make false or misleading statements on this application or all documents forming part of it;
(3) If I do not provide complete, accurate information I may be denied student financial assistance and/or student loan debt management measures now and in the future;
(4) If I obtain or attempt to access financial assistance by fraudulent means, I will be denied student financial assistance and/or student loan debt management measures now and in the future;
(5) All information provided for this Application and in response to any further requests by StudentAid BC is subject to audit and verification;
(6) If I receive money (loan or grant) from StudentAid BC and it is subsequently determined that this Application or documents forming a part of it is not accurate, I will be required to repay all or part of the money to StudentAid BC, with interest. I will be required to do this if the mistake was made by me, my spouse/common law partner, parent(s), step-parent(s), sponsor, legal guardian, school or StudentAid BC. I will also be required to repay an "overaward," as defined in the current program year's StudentAid BC Policy Manual, plus interest, due to a change in my status;
(7) It is my responsibility to make sure the information on this Application, appendices 1, 2 and 3 (as applicable), and all the documents forming part of the Application, are accurate;
(8) All information provided in this Application, and for the lifetime of my loans, may be audited and electronically matched with income tax information held by the Canada Revenue Agency, social insurance information held by the Employment and Social Development Canada, and disability benefits and/or income assistance information held by the BC Ministry of Social Development and Poverty Reduction, or successor ministries that hold the information identified above, to verify reporting accuracy, for the lifetime of my loans;
(9) If I receive Canada - BC Integrated Student Financial Assistance, a portion or all of my money (loan or grant) may, at the school's request, be sent directly to my school to pay educational fees;
(10) If I cease to be eligible for funding, any tuition refund I will be eligible to receive will be sent by my school directly to the Federal and/or Provincial governments or its agents to be applied to any outstanding loan principal or overawards.

II. I understand that clicking "I Agree" means:
(1) I have read the online StudentAid BC Guide and online instructions provided with this Application (if you have not read the online StudentAid BC Guide or instructions, click here);
(2) I have accurately answered all questions on this Application and all documents forming part of it;
(3) I certify that all information is complete and accurate and I have not altered or added to the form provided by StudentAid BC except for providing the required information;
(4) I will be a "full-time student," as defined in the current program year's StudentAid BC Policy Manual, for the entire study period stated in this application and will maintain a "satisfactory scholastic standing," as defined in the current program year's StudentAid BC Policy Manual;
(5) None of the courses used to meet the minimum 60 percent (40 percent for students with permanent disabilities) of a full course load requirement are repeats/duplicates of courses for which I have previously received credits;
(6) I must pass at least 60 percent (40 percent for students with permanent disabilities) of a full course load for each application study period, or my eligibility for student financial assistance in future years of full-time post-secondary study will be affected;
(7) I need student financial assistance to continue my education;
(8) I will use the money I receive to pay my academic fees first; then, I will pay other educational costs and living costs directly related to my studies covered by this Application;
(9) I have not applied nor will I apply or receive student loans, grants or bursaries from another province or territory during the study period stated in this application;
(10) I will immediately notify StudentAid BC of any change in my or my spouse/common-law partner's total income as reported on line 150 of the previous year's T1 General Income Tax and Benefit Return and/or other "assessed resources," as defined in the current program year's StudentAid BC Policy Manual;
(11) I will immediately notify StudentAid BC of any change in my parent(s)', step-parent's, sponsor's or legal guardian's income and/or assets;
(12) I will immediately notify StudentAid BC of any changes in my address, academic status, marital status, or reduced number of dependants;
(13) For the purpose of research and verifying, auditing and/or investigating information pertaining to this Application, its appendices (as applicable) and related documents, and the eventual repayment of my loan awards, whether defaulted or not and any other money repayable, I consent to the collection, use, and disclosure of my personal information included in this Application, its appendices (as applicable) and related documents, between the BC Ministry of Advanced Education, Skills and Training, the BC Ministry of Finance, National Student Loans Service Centre, and any of their contractors, subcontractors or agents, each with each other, and with the following: financial institutions, lenders, educational institutions, financial aid offices, employers, credit bureaus, credit reporting agencies, Aboriginal Organizations, federal and provincial Crown corporations, and federal, provincial, municipal ministries/departments/agencies, including but not limited to: BC Ministry of Social Development and Poverty Reduction, BC Ministry of Children and Family Development, BC Ministry of Health, BC Ministry of Attorney General, BC Ministry of Education, BC Public Service Agency, RoadSafe BC, Insurance Corporation of BC (and Service BC acting in the role of ICBC), BC Hydro, BC Assessment Authority, Land Title and Survey Authority of BC, BC Registry Services, WorkSafeBC, BC Vital Statistics Agency, the Office of the Superintendent of Bankruptcy Canada, Employment and Social Development Canada, Canada Revenue Agency, Immigration, Refugees and Citizenship Canada. (14) I consent to the disclosure of my name, date of birth, gender and contact information to the BC Ministry of Children and Family Development for the purpose of verifying my response when I declare that I am a former BC youth in care. I understand that if I am, or may be eligible for the Youth Educational Assistance Fund (YEAF) bursary and/or the Expanded Tuition Waiver Program for Former Youth in Care, I may be contacted by StudentAid BC;
(15) I consent to the use of my name, school program information and outstanding loan amounts by the BC Ministry of Advanced Education, Skills and Training for the purpose of identifying student borrowers and processing claims in the event claims are filed in relation to an institution certified with the Private Training Institutions Branch. This consent takes effect when I submit the application;
(16) If I have entered into any agreements or signed any promissory notes under StudentAid BC or its predecessor, the BC Student Assistance Program, while I was a minor, I hereby ratify and affirm those agreements and notes and acknowledge that I am bound by same;
(17) The terms and conditions of this full-time Application Declaration apply to all associated documents, including appendices 1, 2, 3, 5, 7 and 8 of the StudentAid BC program.
