Part-Time Appeal Categories

Deadline — Six weeks before your study period end date

If you are a part-time student who withdrew or failed to successfully complete your studies while receiving StudentAid BC funding, you will have a restriction placed on your file and will not be eligible for further funding until you have successfully completed one self-funded semester at a designated post-secondary institution.

Appeal Criteria

You can complete one self-funded semester at a designated post-secondary institution, or you can appeal your scholastic standing if you were otherwise on track to successfully complete your program, and one or more of the following criteria has impacted your ability to study:

You can submit an appeal request to repeat your course when you have passed a course but did not obtain the grade required to proceed to the next level in your program of post-secondary study.

Note: You are not eligible for financial assistance if you are repeating courses solely to improve your grades.

Appeal Criteria

If you were denied B.C. student loan funding due to a previous bankruptcy that included B.C. student loans, you may appeal the denial if you can demonstrate that:

  • There were exceptional circumstances leading to your bankruptcy, such as medical reasons or marital breakdown
  • You filed for bankruptcy during your study or non-repayment period and you are continuing in the same program of study in which you were enrolled in at the date of bankruptcy or bankruptcy-related event
  • If student loans were involved in the bankruptcy, Canada Student Financial Assistance Program has provided clearance for your receipt of new loans
  • If student loans have been repaid or discharged, you are a good credit risk. Credit risk is determined by the reason for bankruptcy, your efforts to rehabilitate your credit and that your studies warrant further investment
  • If student loans were not involved in your bankruptcy, the debts have been discharged or that a trustee has stated they will not place any claim or your student loan

Note: If your Canada student loan is in default or was involved in your bankruptcy, you must contact Canada Student Financial Assistance Program to receive clearance for further funding. For more information on your federal loans, please contact the National Student Loans Service Centre at 1-888-815-4514 and ask to be transferred to the Case Review Unit of the Canada Student Financial Assistance Program.

You can submit an appeal request if your request for rehabilitation of your defaulted B.C. student loan has been denied and you meet one of the exceptional circumstances listed below:

  • You have made every reasonable effort to rehabilitate your loan
  • You have experienced exceptional circumstances which reasonably impacted your ability to make the equivalent of two consecutive monthly payments and/or your outstanding interest payment, such as:
    • Medical illness or injury
    • Family emergency (e.g., death or injury)
    • Natural disaster
    • A dependant with a permanent disability
    • Layoff, strike, lockout or other reduction in earnings beyond your control
    • Divorce

Appeal Criteria

If you and/or your spouse/common-law partner or your parent(s), step-parent(s), sponsor(s) or legal guardian(s) have had, or anticipate having, a significant decrease in income due to an exceptional circumstance(s), you may request an appeal to have your student financial assistance application reassessed using income for the current program year that matches the year of your application number.

Exceptional circumstances include:

  • Medical illness or injury
  • Family emergency (e.g., death or injury)
  • Natural disaster
  • Layoff, strike, lockout, or other reduction in earnings beyond the family's control
  • Other exceptional circumstance

How to submit your appeal

This appeal can be completed and submitted directly in your Student Account.

Deadline — Six weeks before your study period ends

Appeal Criteria

You can submit an appeal request if you had exceptional expenses that created financial hardship that affected your ability to start or continue your studies, such as:

  • Medical illness or injury;
  • Family emergency (e.g., death or injury)
  • Natural disaster
  • Unforeseen legal expenses
  • Court-ordered payments
  • Expenses related to your or your dependant’s permanent disability that are not covered by another funding source (uninsured)

Disability-related goods or services not covered by any other funding source may qualify as an exceptional expense. Items that are not considered in the initial financial need assessment but may be appealed include, but are not limited to:

  • Disability-related medicine
  • Specialized footwear and eyewear
  • Special dietetic requirements
  • Specialized apparel
  • Attendant care and/or specialized transportation

Most B.C. post-secondary institutions stipulate that students must have medical/dental/health insurance coverage. A copy of your insurance plan is required in your appeal. To avoid receiving an overaward, make it clear if your insurance plan will be reimbursing you for any part of these costs.

How to receive part-time funding

Assessment

Your Notice of Assessment will be available on your Student Account after your application has been assessed. You'll receive an email from StudentAid BC letting you know when your assessment is available. Log in to your Student Account to view your assessment, which shows how much funding you may be eligible to receive. You must review and accept your Notice of Assessment before you are eligible to receive funding.

The Notice of Assessment will:

  • Indicate the type of funding you have been approved for (loan, grant/bursary).
  • Show the amount of money you may be eligible to receive.
  • Tell you when you are eligible to receive your money.
  • Include a 10-digit Master Student Financial Assistance Agreement (MFSAA) number.

Master Student Financial Assistance Agreement

If you are approved for part-time funding through StudentAid BC you need to complete and agree to the Terms and Conditions of the Master Student Financial Assistance Agreement (MSFAA). The MSFAA is a legal agreement between you, the Province of British Columbia, and the Canada Student Financial Assistance Program about borrowing and repaying your student loans.

The MSFAA is a multi-year agreement; you don't have to submit a new agreement every time you apply for part-time funding through StudentAid BC.

Do I need a Master Student Financial Assistance Agreement?

Yes, to receive StudentAid BC funding, new applicants are required to:

  • Register for an account with the National Student Loans Service Centre (NSLSC);
  • Complete their MSFAA online and accept the Terms and Conditions of the Agreement.

You will require a new MSFAA if you:

  • Are a first-time loan or grant recipient enrolled in part-time studies;
  • Have not received loan or grant funding for two years or more;
  • Have recently received loans or grants in another province/territory, but since established residency in British Columbia.

I am re-applying for StudentAid BC funding. Do I need a new MSFAA?

Only if you haven’t received StudentAid BC funding for a period of two years or more; otherwise, your existing MSFAA is still valid.

How do I complete an MSFAA?

Your Assessment will be available on your Student Account after your application has been assessed. You will also receive a “Welcome Email” from the National Student Loans Service Centre (NSLSC). The “Welcome Email” will provide you the link to register for an online account with the NSLSC and complete your MSFAA. When you agree to the terms and conditions of the MSFAA, your agreement applies to all assessed funds for part-time studies from that date forward. The next time you apply for part-time student financial aid you will not have to submit a new MSFAA. Just complete and submit a new application and view and accept your Assessment. Once your enrolment is confirmed by the post secondary school you are attending, the funds you are eligible for will be deposited electronically into your bank account and/or forwarded to your school to pay your academic fees.

The deposit usually occurs within seven business days of the confirmation of enrolment date.

What happens the next time I apply?

When you agree to the terms and conditions of the MSFAA, your agreement applies to all assessed funds from that date forward. The next time you apply for student financial assistance you will not have to submit a new MSFAA. Just complete and submit a StudentAid BC application and view your Notification of Assessment. The funds you are eligible for will be deposited electronically into your account and/or forwarded to your school to pay your academic fees.


I have a grant or bursary

Each grant and bursary program has different requirements for releasing funds. It is important that you refer to the Notification of Assessment or documentation sent to you to find out what you will need to do to receive your grant or bursary funding.

In all cases, your enrolment in an eligible, full-time post-secondary program must be confirmed by your school before you can receive the grant or bursary money.


Confirm your enrolment

After your MSFAA has been processed by the NSLSC and before your student loan and/or grant money can be released, your school must confirm that you are enrolled in an eligible, full-time post-secondary program for the entire study period for which you have been awarded funding.

If you attend a B.C. public post-secondary institution or other school that offers electronic confirmation of enrolment, your school will automatically confirm your full-time enrolment with StudentAid BC.

Most schools in B.C. confirm student enrolment online directly to StudentAid BC.
Check to see if your institution confirms enrolment electronically.

If you attend a school that does not access electronic confirmation of enrolment, and if you have provided a valid e-mail address, you will receive an e-mail asking you to access your account on the StudentAid BC website dashboard, to download a copy of your confirmation of enrolment form about a month before you are eligible to receive the student loan funds.

Once your confirmation of enrolment form is processed, your student loan and/or grant funds can be released.

If you lose your paper confirmation of enrolment form, download another copy from your account on the StudentAid BC website dashboard. If you do not have an online account and you have lost your paper confirmation of enrolment form, please call StudentAid BC.

Your school may request NSLSC to send all or part of your funding directly to the school to cover your tuition and mandatory fees. Students at international schools will receive all their funding directly. International schools are not permitted to request funding be directed to the school.

Money released on or after the disbursement date
After your MSFAA has been processed and your enrolment has been confirmed, your funds will either be deposited electronically into the bank account you have specified, or forwarded to your school (except for international schools). The deposit usually occurs within seven business days of the confirmation of enrolment date.

If you are receiving more than one student loan disbursement during your application period (check your Notification of Assessment), your school must confirm your enrolment each time before the money can be dispersed to you.

How to receive full-time funding

If you are a full-time student and submitted your loan application AFTER June 23, 2026

What happens the next time I apply?

When you agree to the terms and conditions of the MSFAA, your agreement applies to all assessed funds for full-time studies from that date forward. The next time you apply for full-time student financial aid, you will not have to submit a new MSFAA. Just complete and submit a new application and view and accept your Assessment. Once your enrolment is confirmed by the post secondary school you are attending, the funds you are eligible for will be deposited electronically into your bank account and/or forwarded to your school to pay your academic fees.
